In fact, in many German cities, people sell the excess electricity they make from solar panels in their own homes to the state electricity grid!Generating electricity from solar energy is a simple process. Photovoltaic panels convert the solar energy from sunlight into electricity through the photovoltaic effect for feeding into the household electricity supply or into storage batteries.Wide rangeToday, it's not just cookers and heaters: there are a vast array of solar devices. In the long run, the system is a great boon, but the reimbursement has to be made faster and smoother for attracting more users".Empowering the publicIf any building - homes, offices, or institutions capitalises on solar power, our electricity problems should vanish. In fact, many architects in the west are recommending that the entire roof be made into one huge solar panel with the proper orientation, to make the building largely independent of the electricity grid.Rooftop solar power systems to power common utilities can also be made mandatory for new buildings, the same way rain water harvesting was made mandatory to great effect. Interpreting and Applying Cooling Tower Water Efficiency Design Recommendations in Sustainable Build
INTRODUCTION This paper discusses the impact of the water efficiency requirements according to ASHRAE Standard 189.1 and the International Green Construction Code on the design, construction and operation of evaporative cooling towers. However, these concepts will also apply to closed circuit coolers and evaporative condensers. These standards recognize that water is a valuable resource and recognize the need for evaporative cooling due to its tremendous energy savings in removing heat from a system. To minimize water use, these standards specify that evaporative cooling equipment require documented cycles of concentration, conductivity controllers, low drift rates, metered make-up connections and overflow alarms. These accessories and cycles of concentration calculations will be explored as well as the subsequent requirements needed to meet the intent of the code or standard.Standard 189.1 and the IGCC have similar requirements for metering water flow, cycles of concentration, and specific equipment designs.This paper will first explore the requirements for water efficiency in cooling towers according to ASHRAE 189.1 and then the IGCC. For each requirement (shown in italics) the paper will add a simple interpretation and the application of this requirement.ASHRAE 189.1-2011 SECTION 6 WATER USE EFFICIENCY The goals of Section 6, Water Use Efficiency are captured in its scope: "6.1 Scope. This section specifies requirements for potable water and non-potable water use efficiency, both for the site and for the building, and water monitoring." (1) In Section 6.3 of Water Use Efficiency, mandatory cooling tower water efficiency requirements are addressed and are interpreted as follows:6.3.2.3 HVAC Systems and Equipment- Only Requirements a. and b.apply: 6.3.2.3a. Once-through cooling with potable water is prohibited.Interpretation- Once-through systems using potable water to reject heat, where this water is then sent to drain are not allowed. These are rarely used but could apply to evaporative coolers (swamp coolers), small process heat exchangers, autoclaves and small water-cooled a/c units.Application-To meet the intent of this requirement all water cooled systems must re-use or recycle cooling water. Utilizing cooling towers that recycle approximately 95% of all make-up water used in the system would be an option.6.3.2.3b. Cooling towers and evaporative coolers shall be equipped with makeup and blow down meters, conductivity controllers, and overflow alarms in accordance with the thresholds listed in Table 6.3.3B. Cooling towers shall be equipped with efficient drift eliminators that achieve drift reduction to a maximum of 0.002% of the recirculated water volume for counter-flow towers and 0.005% of the recirculated waterflow for cross-flow towers.Interpretation-The intent of this language is to measure, monitor and control make-up water use in evaporative cooling towers sized for greater than 500 gpm (30 l/s) of design flow.Application-Meters are required on the make-up water and the blow down line of a cooling tower. Metering both make-up and blow down water use will provide a baseline metric for water used in the building. If baseline water use is exceeded, it could indicate a leak or higher evaporative load resulting in greater water loss in the system. If the number is lower than baseline, the water management system is operating with a high level of water efficiency. Figure 1 below is an example of a common water meter:Select water meters for cooling towers or coolers using the following criteria:* Meters shall be designed to install horizontally with the register facing up, accessible for reading and service. * Meters shall be protected from freezing and exposure, designed to operate between 35-105[degrees]F (1.7- 40.6[degrees]C).* Dry-contact meters shall be connected to the water meter inputs on the conductivity controller. * Meters shall have factory contact settings of 10-GPC (gallons per contact/38 liters per contact) and have remote monitoring capability.Conductivity controllers-Cooling towers must be provided with conductivity controllers that continuously measure the specific conductivity of the recirculating water. Conductivity is measured in micro-mhos/cm (mmhos/cm).Conductivity in water is primarily due to dissolved solids. For example, chlorides, sodium, calcium and bicarbonate ions are commonly dissolved in the make-up water and will conduct an electric current.Note that suspended solids (TSS) are not a factor in determining conductivity. A wide scale comparison of conductivities:Measuring conductivity provides a cost efficient method of controlling operating cycles of concentration (COC). COC are defined as the ratio of the make-up rate to the sum of the blow down and drift rate. The level of COC at which a specific system can effectively operate is very dependent on the composition of the makeup water, particularly minerals and their quantity contained in the makeup water supply. A conductivity controller will continuously monitor the conductivity of recirculating water using a conductivity probe. At a preset value, determined by the make-up water conductivity and the cycles of concentration for the system, the controller will open a blowdown valve and bleed high conductivity water from the system.Overflow alarms-Overflow alarms are required in the event a make-up valve becomes stuck in the open position or a drain or overflow line becomes blocked. A common design is a float switch with a contactor located below the overflow connection. It sends an alarm prior to water escaping the basin so that a correction can be made. Another alarm method is to install or retrofit an electric water level control assembly with a high probe positioned below the overflow connection.This design sends a signal to the alarm in the building management system, and tends to require less maintenance while providing accurate readings.Drift Eliminators- Drift eliminators are designed to reduce the amount of water discharged from the airstream of the cooling tower (see Figure 4 next page). Drift is measured as a percentage of the recirculating water flow (gpm or liters/sec) in an open cooling tower or the design flow of the unit pump on a closed circuit cooler or condenser. The standard is stringent for counter flow designs, requiring a drift rate of 0.002% of the recirculating flow and relaxed for cross flow designs with a drift rate of 0.005% of recirculating flow. Cross flow cooling towers by design are challenged to achieve lower drift rates.Drift rates are commonly confirmed through testing in accordance with the Cooling Technology Institute's ATC-140 Isokinetic Drift Measurement Test Code for Water Cooling Towers.The next section in the water efficiency chapter is consumption management, this section provides guidance for measurement of water use.6.3.3 Water Consumption Measurement 6.3.3.1 Consumption Management. Measurement devices with remote communication capability shall be provided to collect water consumption data for the domestic water supply to the building. Both potable and reclaimed water entering the building project shall be monitored or sub-metered. In addition, for individual leased, rented, or other tenant or sub-tenant space within any building totaling in excess of 50,000 [ft.sup. (5000 [m.sup.), separate sub-meters shall be provided. For subsystems with multiple similar units, such as multi-cell cooling towers, only one measurement device is required for the subsystem. Any project or building, or tenant or sub-tenant space within a project or building, such as a commercial car wash or aquarium, shall be sub-metered where consumption is projected to exceed 1000 gal/day (3800 L/ day).Measurement devices with remote capability shall be provided to collect water use data for each water supply source (e.g. potable water, reclaimed water, rainwater) to the building project that exceeds the thresholds listed in Table 6.3.3A. Utility company service entrance/interval meters are allowed to be used.Provide sub-metering with remote communication measurement to collect water use data for each of the building subsystems, if such subsystems are sized above the threshold levels listed in Table 6.3.3B.6.3.3.2 Consumption Data Collection. All building measurement devices, monitoring systems, and sub-meters installed to comply with the threshold limits in Section 6.3.3.1 shall be configured to communicate water consumption data to a meter data management system. At a minimum, meters shall provide daily data and shall record hourly consumption of water.Interpretation/Application-All cooling towers that are sized for a flow greater than 500 gpm per table 6.3.3B shall have meters on the make-up and blow down lines with remote monitoring capability. Cooling towers with multi- identical cells require only one measurement device (meter) for the entire unit. Individual meters for the make-up and blow down connections of each cooling tower cell are not required.Water Efficiency Section 6.4 includes the prescriptive options of Standard 189.1. The relevant section for cooling towers is Section 6.4.2 Building Water Use Reduction.6.4.2 Building Water Use Reduction 6.4.2.1 Cooling Towers. The water being discharged from cooling towers for air conditioning systems such as chilled- water systems shall be limited in accordance with method (a) or (b):a. For makeup waters having less than 200 ppm (200 mg/L) of total hardness expressed as calcium carbonate, by achieving a minimum of five cycles of concentration.b. For makeup waters with more than 200ppm (200 mg/L) of total hardness expressed as calcium carbonate, by achieving a minimum of 3.5 cycles of concentration.Exception: Where the total dissolved solids concentration of the discharge water exceeds 1500 mg (1500 ppm/L), or the silica exceeds 150 ppm (150 mg/L) measured as silicon dioxide before the above cycles of concentration are reached.Interpretation-This section is designed to maximize water savings by setting minimum cycles of concentration (COC) based on make-up water chemistry. The COC will be determined by levels of total hardness (calcium ions and magnesium ions reported as ppm of CaC[O.sub.), total dissolved solids (TDS) and silicon dioxide (Si[O.sub.) as shown in the diagram in Figure 5 above.Application-If the make-up water has less than 200 ppm (200 mg/L) of total hardness (as CaC[O.sub.) then the minimum COC setting shall be 5. COC are higher for this water type based on the low amount of hardness in the water and a lower propensity to form scale. If the water has greater than 200 ppm (200 mg/L) of total hardness, the COC minimum is lowered to 3.5 COC because of the scaling risk in the system. The exceptions to the minimum COC occur when cycled water exceeds 1500 ppm (mg/L) Total Dissolved Solids (which could be corrosive or otherwise detrimental to system components) and/or silica that exceeds 150 ppm (150 mg/L) as Si[O.sub. prior to reaching 3.5 or 5 cycles. Excessive silica may plate out on heat transfer surfaces and reduce system performance.Figure 6 above displays water savings based on increasing levels of cycles of concentration. The chart is based on a 1000-ton (4,400kw) cooling tower, and indicates water savings level out around seven (7) cycles. Any increase in cycles above seven (7) will not save a large volume of water, and the law of diminishing returns becomes evident.Higher COC may actually increase the cost of the water treatment program with little return on investment or water saved.The goal for a water treatment professional is to maximize COC based on a potable and non-potable analysis performed on water obtained from the site. Understanding that there is a balance between water efficiency and the potential of scale or corrosion, is a fundamental part of designing a water treatment program. It is imperative to know the materials of construction of all components in the system including cooling towers, closed circuit coolers, evaporative condensers, system piping, heat exchangers, coils, chillers and the make-up water chemistry in order to develop a proper water treatment program that treats the water, protects the complete cooling system components and uses water efficiently.2012 INTERNATIONAL GREEN CONSTRUCTION CODE[TM]--IGCC "The IGCC addresses natural resource, material, water and energy conservation, as well as indoor environmental quality and comfort, building commissioning, operations and maintenance for new and existing buildings, building sites and building materials, components, equipment and systems. The IGCC is not a rating system but a clear, enforceable green building code for safe and sustainable construction." (3) The following pages contain code excerpts from the IGCC Chapter 7 Water Resource Conservation, Quality and Efficiency. The code is reflective of ASHRAE 189.1 and notably, ASHRAE 189.1 is a jurisdictional compliance option of the IGCC. This is a significant option. For the purposes of Section 705.1.1, each meter identified in Table 705.1.1 shall be capable of communicating water consumption data remotely and at a minimum, be capable of providing daily data with electronic data storage and reporting capability that can produce reports that show daily, monthly, and annual water consumption.705.1.1 Metering. All potable and non-potable water supplied to the applications listed in Table 705.1.1 shall be individually metered in accordance with the requirements indicated in Table 705.1.1. Similar appliances and equipment shall be permitted to be grouped and supplied from piping connected to a single meter.Interpretation-Section 705.1 states that water use (any source) shall be metered and have remote data access.Application--The requirements apply to cooling towers 100 tons (440kw) and greater with meters required on make-up and overflow lines.Coolers shall only be metered if not on a closed loop cooling system.703.7.4 Controllers and alarms. Cooling towers, evaporative condensers, and fluid coolers shall be equipped with conductivity controllers and overflow alarms.Interpretation/Application--Conductivity controllers are required to maximize cycles of concentration based on local water chemistry.Overflow alarms prevent equipment from overflowing in the event of a blocked drain or open make-up valve. This requirement is identical to ASHRAE 189.1 Section 6.3.2.3b. HVAC Systems and Equipment.703.7.5 Drift. Cooling towers, evaporative condensers and fluid coolers shall produce drift losses of not greater than 0.002 percent of the recirculated water volume for counter-flow systems, and not greater than 0.005percent of the recirculated water for cross-flow systems.Interpretation/Application--Drift eliminators are designed to reduce the amount of water that is discharged from the airstream of the cooling tower. This code language is similar to ASHRAE 189.1 Section 6.3.2.3b. HVAC Systems and Equipment.703.7.6 Water quality. Where non-potable water is used within cooling towers, evaporative condensers and fluid coolers, it shall conform to the water quality and treatment requirements of the jurisdiction having authority and the water chemistry guidelines recommended by the equipment manufacturers.Interpretation/Application--The use of non-potable water from any source can be detrimental to evaporative cooled equipment. It is important to follow the water chemistry guidelines posted in supplier Operation and Maintenance Manuals in order to prevent premature corrosion, microbiological fouling or scale formation of the heat exchanger coils and sheet metal components.703.7.7 Discharge. The discharge water from cooling towers used for air-conditioning systems shall be in compliance with Table 703.7.7.Where the discharge water is not captured for reuse, it shall be discharged and treated in accordance with jurisdictional requirements, if applicable. Exception: Discharge water with total dissolved solids in excess of 1,500 ppm (1,500 mg/L), or silica in excess of 120 ppm (120 mg/L) measured as silicon dioxide shall not be required to meet the minimum parameters specified in Table 703.7.7.Interpretation/Application--This section, similar to ASHRAE 189.1 Section 6.4.2 Building Water Use Reduction, is designed to maximize water savings by setting minimum cycles of concentration (COC) based on potable water chemistry.
